配布された書類には、一通り目を通すようにしている。
仕事の日程や役割分担など、己が働く上で必要な情報が載せられているからだ。
口頭の指示よりも書類を好むのは、確実に証拠が残る為である。
これは、双方にとって都合が良い。指示を出したという証拠であり、
相手が不在でも仕事ができる根拠となるからである。
ところで先日、こんなことがあった。机上に数枚の書類があり、チーフは不在。
休暇に入ることは分かっていたので、必要事項は確認したつもりだったが、
その書類については何の説明も無かった。
平時であれば一言、例えば朝礼やお昼休みに触れたのであろうが、
夏季休暇取得で抜ける職員がいるからと、妙な気を回したのかも知れない。
連絡事項の書類と、文書の作成見本、行事の日程など、
時期も内容も異なるものが、一つに綴じられていた。
公示というものがある。
市役所などに掲示される決定事項で
「決まったから見ておくように」といった類のものである。
掲示板の他、ホームページにアップされるものもあり、
公示内容を知る手段に事欠かないのは、
インフォメーションテクノロジーの恩恵の一つであろう。
但し、見るのは我々の自己責任となる。
問い合わせについても同様であり
「必要な情報は公にした」「質問があればどうぞ」という態度である。
私はこれが間違っているとは思わない。
小学校にはクラス目標というものがあり、
教室の目立つところに貼られていたものである。
学級会直後には意識されて、学期末を迎えることには忘れられており、
その頃抜き打ち検査などしようものなら、文句の嵐というあれである。
「勝手に時期を決めて、啓発もせず検査するのは卑怯だ」というのが
彼らの言い分である。
しかしながら、自分達で内容に賛成しておき、加えて、
いつでも目にする場所に掲示されているものに意識を向けないでおきながら、
確認のための検査に文句を言うのだから始末に終えない。
しかし、人は忘れる生き物である。
ルールを決めて啓発をする。
その繰り返しが、忘れっぽい我々の意識を高めていくのである。
さて、話をチーフの書類に戻そう。
実はこの書類の中には、一枚だけ急を要するものがあった。
内容は講演会の日程で、日付は以前から周知されていたが、
一部の職員が運営スタッフとして起用されていたのである。
運営主体は、基本的には上層部であり、
当日のスタッフとして現場職員の名前が挙がることは以前にもあったが、
その場合は書類と共に、口頭での連絡があったものである。
結果から言えば、機材の準備や配置などは全て決まっており、
当日の運営をその場で確認すれば済むものであったが、
当日まで確認ができない状況となると分かっていながら、
休暇の直前、説明も無しに書類を置いていった行為は、
責任者として良かっただろうか。
「それが必要な情報の全て」
「読めば分かる」
そういうつもりで書類を残していったのだとすれば、
説明を求める態度の方が間違っているのかも知れない。
連携とは相互依存ではなく、
役割こそ違えど体を支える脳と肝臓のように、
スタンドプレーの集合体なのだから。

The act that left documents without explanation just before a vacation while understanding that it was in a situation that I could not confirm it until the day,
Would it be good as a person in charge?

If a chief left documents with such an intention, my manner that is going to demand explanation may be wrong.
Because the cooperation is aggregate of the grandstand play like brain and the liver which roles are different, but support a body not interdependence.
