同じようなことは、あなたの職場や家庭などでも、十分に起こり得る。
人は、自分の興味があることはよく見ているが、そうでないことには殆ど関心を払わない生き物だからだ。
先日、新人を含めたメンバーで、災害訓練が行われた。
それに先立つ打ち合わせで「毎回役割が変わるのは混乱する。一つに決めておいてほしい」と言う意見が出た。曰く「訓練時に、今日は何の役割だったかを考えていては、対応が遅れる」とのことだった。
例えば修理手順が決まっている機械への対応なら、それでも良いだろう。
逆に、火点や震源など、臨機応変が求められる災害への対応の場合、やらなければならないことが先にあり、役割はその場で判断される。つまり、誰が何の役割をする、ではなく、役割を求められたときに誰でもできる状態にする必要があるのだ。
先の意見は恐らく「求められる役割を正しく果たしたい」という思いから来るものだろう。決まった役割を正しく果たせば、大きな問題になることは少ない。どちらかと言えば、保身的な意見だと言えるだろう。こうした発言から、その人の、訓練に対する姿勢が見えてくる。言い換えるなら、訓練そのものが目的であり、実際の災害を想定していないのである。
いざという時に、どの役割でもできるよう、訓練では複数の役割を交代で配しているのだが、その意図を読み取ることは困難だったようである。なお、緊急時にどのような動きが必要かを検証するため、抜き打ちの訓練も予定されていたのだが、保身的なメンバーに対して実施したならば「何をしたら良いか分からず混乱した。役割を設定して欲しい」と言うような、本末転倒の反省が出ることだろう。

しかしながら、言われたことにそのまま向き合う姿勢だと、「やらされる仕事」になったり、「無理な想定に不信感を抱く」ことになったりする。何が想定されて、そのような指示がなされるのかを考える余裕が、現場では薄れるようである。目の前の仕事だけを見てしまえば、組織全体の繋がりを想像することは難しい。
「正しく割り振ってもらえればやります」という職員は多いが、正しさは状況によって変化する。
時間がそうであるように、日々変化する市場に対し、臨機応変な働き方をするためにも、広く視野をもち、双方の立場を想像したいものである。

In addition, if the surprise training was planned to inspect what kind of movement was necessary in emergency, but enforced it for a self-protection-like member; "was confused without knowing what to do".
